旅游管理学旅游产业科学发展需处理好的十大关系 摘 要 在理念的指导下探讨了新时期产业科学发展需要处理好的人与、现在与未来、速度与质量、开发与保护、产品与市场、竞争与合作、政策与舆论、城市与乡村、出境与入境、危机与发展等十个方面的关系。关键词 科学发展观 旅游产业 关系党的十六届三中全会提出了科学发展观的重要精神，随后各行各业相时而动，纷纷展开了关于如何在各自领域牢固树立和认真落实科学发展观的深入探讨。作为第三产业排头兵的旅游产业，在新的时期积极以科学发展观为指导来重新定位其发展方向与战略显得尤为重要。我认为，基于科学发展观“协调、和谐”发展的内在要求，旅游产业要想实现科学、可持续的发展，必须处理好以下几个方面的关系：1 人与自然的关系
在旅游产业的发展过程中，涉及到的主体和客体分别是人和旅游产品，人的要素包括旅游规划者、开发者、管理者、经营者、旅游者、服务者和当地居民等，而旅游产品在一定程度上是人工自然扩大的一种产物。在旅游开发和规划中，旅游规划者扮演着重要角色，对旅游产业发展的方向和重点有重要的，在旅游规划中既要尊重人类的发展，也要尊重自然的发展规律，对旅游发展进行科学化规划和设计。开发者、管理者和经营者都属于旅游产业的直接推动者，在旅游产业的经营管理中应注重人与自然的协调，将旅游产品和服务人性化设计，保证行业的有序竞争和健康发展，同时又必须保证旅游资源和环境不受破坏。旅游者、服务者和当地居民是旅游活动过程中供需双方和受影响的第三方的集合，旅游者的到来给当地的自然环境和文化环境带来了一定的影响和冲击，当地居民对待旅游者的态度很大程度上影响着旅游发展的状况，如果当地居民采取比较善意的态度，则可同时扮演旅游服务者的角色。三者应该追求的是一种多方协调的局面，高素质的旅游者会对当地自然资源和环境的影响小一些，而高素质的服务者和当地居民也不会因为短期的利益而忽视自然的持续性发展。总的来说，由于旅游产业是建立在自然的良性发展的基础上的，同时旅游产业又是劳动密集型产业，大量人与自然的关系错综复杂，必须在科学发展观的指导下，形成良好的互动。 2 现在与未来的关系
在时间维度上，旅游产业的发展要处理好现在和未来的关系。主要体现在：第一，资源的利用上，旅游资源是旅游产业发展的基础，对旅游资源的利用必须考虑未来的需求，实现持续性发展，而不能局限在满足当代人或者部分人的旅游需求；第二，产业发展形态上，旅游产业的发展从最初的简单组团，发展到传统的“走马观花”式游览，现在已经开始转型到休闲度假与旅游体验相结合，逐步得到提升；第三，旅游规划上，旅游的规划和开发是基于现在、面向未来的一项工作，在规划中必须有长远的目光和敏锐的洞察力，才能超出时间的限制，将旅游产业定位于未来；第四，旅游者需求上，从初级的感官享受，逐步提升到了精神的享受，甚至将旅游作为提升自我素养和实现人生价值的方式。因此，旅游产业必须立足现在实际情况，面向未来的发展目标，才能少走弯路。3 速度与质量的关系
我国旅游产业的发展正处于重要的转型阶段，在这一时期应努力实现从追求增长速度向追求质量转变。一味追求数量上的增长，快速的旅游发展建设，在填实了旅游发展基础的同时，也出现了不科学的发展状况，造成了大量的资源浪费和环境破坏，带来了无法弥补的过失。因此，在稳定旅游产业发展速度的同时，要注重旅游产业的健康指数，将发展的质量摆到首位，运用科学的发展观规范旅游发展的高质量增长，而不是数量和速度的增长。 翻译成英语
