放鸽子，既指放飞白鸽，又指不遵守诺言，带有欺骗的含义。

鸽子在为和平象征的典故来源于《》：降洪水灭世前，命诺亚造方舟，让他带全家和地上留种的各种动物一起避入。40天后洪水退落，放出一只乌鸦去打听消息，可是这只乌鸦却一去不复返。诺亚又施放出鸽子去探测洪水。鸽子口衔一枝橄榄叶飞回。诺亚得知地上洪水退去，已平安无事。1896年作出在奥运会开幕式上放鸽子的决定，从此这就成了一个传统仪式，沿袭至今。

“放鸽子”一词在具体的领域还有具体的含义，比如警察或江湖上的黑话：利用色相勾引嫖客，然后进行其他的违法犯罪活动，如抢劫、盗窃、敲诈等等，这种“放鸽子”行为不只是卖淫，而是通过卖淫这种手段获取更大的利益。
在旧上海，以女人到雇主要做保姆，或小妾为名然后卷走被骗人的财物，黑道上称为“放鸽子”。
在这些情况下，“放鸽子”中的“鸽子”有很多指代寓意，如：有组织的利用色相勾引男人的女人、流氓团伙、黑社会、也可能是间谍组织，这个组织放鸽子的目的一般是为了敲诈这个被勾引的男人，敲诈的目标可能是钱财，商业情报、军事情报、国家机密，或者在商业竞争中（通过作弊）中标等等。
另外，在黑客领域，“放鸽子”指的是种植木马，因为“”是一款著名远控木马。
