  The top US Navy SEAL recently sent a blistering letter to the force, writing in boldface type, "We have a problem," following several high profile incidents of alleged misbehavior by the US Navy's elite service members, CNN has learned.Rear Adm. Collin Green has given commanders until August 7 to detail the problems they see and provide recommendations on how they will ensure troops are engaging in ethical and professional behavior.The letter -- dated July 25 and exclusively obtained by CNN -- comes in the wake of several high profile incidents of alleged misbehavior by SEALs."I don't know yet if we have a culture problem, I do know that we have a good order and discipline problem that must be addressed immediately," Green said.Although Green, commander of Naval Special Warfare Command, does not mention specific incidents, the letter comes on the heels of an entire SEAL team being sent home from Iraq following allegations of sexual assault and

  The United States Department of Agriculture says grocery store prices will rise 1 to 2 percent this year. However, there are ways to still save. For starters, begin with the meat. "We have to pay close attention to those sale prices specifically," says Erin Chase, who is known as the
Dollar Dinner Mom.
Chase says to pay attention to the store’s sale cycles.
"Start following the sales and the sale cycles, and you will start to notice, hey about every six weeks, chicken breast is on sale at my grocery store,” she says. “And maybe every eight to 10 weeks, ground beef is on sale at my grocery store."
Chase recommends buying only meat for
or less per pound. When it comes to seafood, it's rarely found in a circular, so ask your grocery store when it goes on sale.
"Because it's reduced for a quick sale, you need to do something with it fairly quickly,” Chase says. Besides saving big on protein, Chase says items in the center isles can be a great place to save.
"Those items are usually the most couponable," she says.
Chase says some of her favorite things to save on include toiletries and cleaning supplies.
"If you can start saving on household things, cleaning supplies, medications--it’s cold and flu season right now--go stock up,” Chase says. "Because eventually, someone will need Tylenol or Advil."
Couponing and going through the circular of sales can be time consuming, but Chase says to think long-term with your money.
"If I can put in 5, 10 20, 30 minutes now, and I can save myself , ,
a week, multiply that by 52 and all of a sudden you're like, ‘Oh, that's worth spending 15-20 minutes looking at the ads.’" An easy place to start when it comes to looking for savings is to only look for sales on items you normally buy. 1781

  The University of Missouri-Kansas City has filed a lawsuit against a former professor, alleging that he stole and sold his graduate student's research for .5 million.The suit, filed this week, says Ashim Mitra swiped a "groundbreaking" drug formulation from the student and stands to gain as much as
million more in royalties.Mitra, who has resigned from the university, denied the allegations to CNN.Also named in the lawsuit are Mitra's wife, who worked in her husband's lab, and two pharmaceutical companies that used the invention.The university alleges Mitra worked in secret with the companies to develop the patent, which outlines an innovative way of delivering drugs to the eye using nanotechnologyThe pharmaceutical product has recently received FDA approval, the university said. It's a treatment for dry eye, an ailment common to the elderly.The university's contentionIn a statement to CNN, the university said:"Mitra stole UMKC-owned inventions, sold them to industry, assisted those companies in patenting and commercializing them, denied credit to a deserving student and reaped a personal financial windfall -- all the while concealing his efforts and denying his involvement."The lawsuit seeks to designate the student, Kishore Cholkar, as the rightful inventor to the patent based on his research from 2010.The university policy is that it owns the rights to discoveries made by staff and students while they are working at the university. When commercial rewards are reaped, the inventor is entitled to one-third of the profits and the school keeps the remaining two-thirds, the school said.The professor's reactionReached by phone Thursday, the professor denied the allegations and told CNN that Cholkar doesn't deserve credit for the patent."Everyone is trying to jump in and get a piece of the pie," he said.He said he conceived of the formulation with the drug companies through his private consultancy business, adding that "the student arrived after the patent was signed."Cholkar's work involved a part of the eye not affected by the drug, Mitra said.He added that he's consulting with his lawyers on how best to tackle the lawsuit.Cholkar, the student, now works at a California-based pharmaceutical company.
