it looks like everyone has covered this but you do not have an engineering degree and therefore are disqualified from almost every position with engineer in the title. I would suggest look for jobs such as compliance technicians, or environmental inspectors. I work in the telecom field currently doing environmental audits and site inspections
and while many of my peers have their PE's I feel like they are overqualified.
I would suggest starting with a staffing agency such as aerotek and seeing if you can find positions that fit your skills rather than your degree.
Where I live you cannot be jailed for unpaid probation fees. I didn't have the money to pay for mine and I was allowed to work (for minimum wage) with the road crews (other state prisoners). I did have to check into jail by 9pm the night before and stay there but I was able to work off nearly $1700 in fees over 8 weekends. hope this helps
If the &fees& that you speak of are related to a criminal charge you can usually ask for income based repayment or something similar. Same goes for probation. If that doesn't work you can also usually either do volunteer work approved by the courts (at minimum wage) or jail time in lieu of fines.

I was able to work out a deal with my lawyer a few years back for a reckless driving charge (97 in a 75) and I paid a retainer fee (in my case it was 25% of the total or $250, whichever was higher) with the remainder owed withing 6 months of the cases resolution.
I did not suggest this so it may be a common practice among smaller law firms.
